No laws of the land are applicable to police headquarters in Kerala. The seven storied building of the Kerala Police head quarters is a bundle of violations of the state building rules. This new building has no lift facility, while, the Kerala Building Rules strictly emphasis on providing a lift for all building above three stories.
Interestingly the Bomb Destruction and Disposal Squad, known as Bomb Squad, supposed to act on emergency is allotted space in the fifth floor of this building, which sans lift facility. Apart from lift, this law enforcers head quarters has not yet provided any statutory provision for fire extinguishers.

This building construction was started on 1992, mysteriously lacked the provision of lift in the master plan. For hundreds of personnel working here has to rely only on the steps to upstairs, created externally recently, that was too absent in the master plan. According to the Building Rules, every construction, whether public or private, is supposed to get the NoC from Fire Force department, if it is above three floors. Municipal Corporation and Town Planning Authority will give approval only after the obtaining of NoC from Fire Force department.
The construction of this building has a long story to tell, like all the other government projects. At first construction work of this building was undertaken by the Central government Company, Hindustan Steelworks Construction Company Ltd on the finances routed through the Life Insurance Corporation (LIC).
When LIC turned down from financing the project, the construction was re-started by the Kerala Police Housing and Construction Corporation Ltd (KPHCC) from its limited plan funds. The reports of so many Comptroller and Auditor Generals spent lot of pages for severe criticisms on the wastage of money in the construction of this building.
The police top brass had found a fantastic and practical idea to solve this problem. The formula is to construct a parallel seven storied building with lift facility and provide passages to each floors of the present lift-less building. The construction of parallel building is now only at the basement stage. Who bothers the wastage of public money? No one cares to book the violators.
Admitting all troubles occurred during the construction, and narrating the entire hardships happened, the Managing Director of KPHCC, Vinson M. Paul IPS, who recently joined on deputation said: ‘It is right to say that happened is happened. We are trying to rectify the violations and hopefully finish the parallel building with lift facility within 18 months’.
